PUBLIC RECORD · WHAT COUNCIL HASN'T DECIDED

Decisions in limbo

Some of the biggest files in this election are the ones council hasn't decided: applications referred without a vote, staff reports due after October 26, files where the City's own record still says “council resolution not available.” Whoever wins inherits every one of them.

This list is collected automatically from the race pages on this site — each entry links to the full card, with its sources. An item leaving this list means a decision landed, and the race page it links to will say what it was.

WARD 10

The Westmount office plan was still undecided as of August 2

The referral passed 5 to 0 at committee on July 14, 2026 (item 3.7). The City's application page for the site records "Council Resolution - not available at this time."

WARD 10

A 5,000-unit subdivision cleared its first hurdle, in this ward

Application received September 4, 2025; Planning and Environment Committee public meeting held August 11, 2026; council resolution not yet posted as of August 16, 2026.

WARD 13

Council can't direct police deployment, but it can direct this

On July 21, 2026, council directed Civic Administration to prepare a report on options for a permanent special-constable program: duties, legislative and regulatory requirements, costs and funding. Discussion explicitly emphasized council was requesting further analysis and was not approving or establishing a program, and touched on the need for consultation with the London Police Service and Police Services Board. Staff's report is expected in the first quarter of 2027, after the October 26 election.
