Where They Sit
When you vote for a councillor, you are not only choosing who sits in the horseshoe at City Hall. That same vote seats the person you elect on the outside bodies that run London's buses, oversee its police service, govern its public health unit, set library policy, own its public housing, and manage the watersheds that flood or do not flood. Council makes those appointments after the election, by resolution, and most of them last the full four years.
This page is a roster. It shows which members of the 2022 to 2026 council sit on which boards, commissions and agencies, what each of those bodies actually decides, and, where the body publishes it, how a resident can attend a meeting or ask to speak. Every member of this council, all fifteen of them, holds at least one seat on a body outside the council chamber.
It is worth knowing before you vote, because these rooms are where a lot of the decisions land. A transit fare, a library branch's hours, a public housing repair, a flood line on a map: those get settled at a board table, usually in public, usually with an empty gallery.
Read this before the lists
These appointments are public. Council makes them by resolution at an open meeting, and the resolutions are in the minutes. Nothing on this page was dug out of anywhere private.
Holding one of these seats is a duty, not a perk and not a conflict of interest. Somebody has to sit on the police board and the health board and the water supply boards, and the law in several cases requires it to be a member of council. Many of these bodies pay nothing extra. The London Hydro shareholder declaration says so in as many words: a director who is a member of Council receives no additional compensation for acting as a director.
Councillors do not run these bodies alone. On most of them they sit alongside citizen appointees, and on some, such as the police services board and the board of health, alongside people appointed by the province. On the library board, seven of the nine members are citizens. On the health board, six of the nine voting members come from the province and the County of Middlesex.
Some bodies are citizen-only and have no councillor at all. Eldon House, the Committee of Adjustment, the Court of Revision and the three community advisory committees are run entirely by appointed residents. Those are listed further down, because knowing where councillors are not is as useful as knowing where they are.
The City's own published lists disagree with each other in a few places. Where that happens, this page shows both readings and names which one it publishes, rather than quietly picking one. Those cases are set out in full in the disagreements section.

What each body decides
London Transit Commission
Runs London's buses. The Commission is the City's agent for the operation, repair, control and management of the local transit system, which covers both conventional buses and specialized transit for people with disabilities.
Five members, all of them members of council (four ward councillors plus the Mayor), with no citizen members listed at present.

The City of London contributed $69,540,600 to the 2026 operating budget ($52,332,800 conventional, $17,207,800 specialized), against total expenditures of $123,382,300.
Meetings are open to the public, 9:30 a.m. at 450 Highbury Ave. To speak, send a written delegation request to the Commission Secretary by noon, seven calendar days before the meeting. Speakers get five minutes unless the Commission votes otherwise.
Council appointed Councillor Pribil and Councillor Ferreira to this Commission in 2022. All five current seats are held by different members. The resolutions recording those changes were not located.
London Police Services Board
Sets policy for how London is policed. The Board develops policies on the administration of the police service and the provision of adequate and effective policing, employs police officers, appoints the chief of police, and monitors police performance.
Seven members under the Community Safety and Policing Act, 2019: the head of council, two other members of council, one municipal appointee who is neither a councillor nor a city employee, and three people appointed by the province.

The London Police Service publishes 2023 as its most recent operating budget total: $141,478,423 budgeted, $159,154,606 actual. No 2026 total is published there. The Board announced a one-time $1.5 million adjustment reducing its 2026 operating budget.
Members of the public may address the Board on matters within its jurisdiction. A delegation request goes to the Board office at least seven days before the meeting, and delegates are typically limited to five minutes. Contact lpsb@lpsb.ca. Agendas, reports and meeting video are posted online.
Under the statute the head of council is a member by operation of law, and the seat passes to another council member only if the head chooses not to serve or is ineligible. The Board's own roster does not label which of its non-council members are provincial appointees and which are municipal, so this page does not name that split.
Middlesex-London Board of Health
Governs the Middlesex-London Health Unit. It oversees vaccination programs, infectious disease and outbreak management, home visiting for young families, breastfeeding and nutrition supports, tobacco control, dental care for children and seniors, and inspections of restaurants, pools, spas, long-term care homes, small drinking water systems and personal service settings such as salons and tattoo shops.
Nine voting members plus two ex-officio staff members: three provincial representatives, three Middlesex County representatives, and three City of London representatives (two from City Council and one citizen appointee).

The City of London's 2026 contribution rose by $716,005 as part of a total cost-shared revenue amount of $34,086,727. The City also carries 84% of two relocation loans ($2,404,670 fixed rate and $363,067 variable rate); the County of Middlesex carries 16%.
Meetings are held monthly at 7 p.m. in the health unit board room at Citi Plaza, 110-355 Wellington Street, unless the agenda notice says otherwise. Agendas carry a standing delegation item. To reach a board member, call 519-663-5317 ext. 2448.
Municipal representatives are appointed for the duration of their term in public office. Chair and vice-chair positions may rotate annually. No published delegation procedure (deadline, form or contact) was found, although agendas show delegations do happen.
London Public Library Board
Governs the London Public Library system. It sets library policy, approves the library's budget request to Council, and hires and oversees the CEO.

Meetings are always open to the public, normally at the Central Library in the Friends Board Room on the third floor at 5:30 p.m. To speak, file an Application for Delegation Status by 4:30 p.m. on the Monday before the meeting, online, by fax or by mail. Delegates get up to five minutes.
The Mayor's term on this board is shown as March 2025 to November 2026, part way through the council term. Councillor Cuddy held one of the two council seats when Council made its 2022 appointments and no longer does. No resolution recording either change was located.
London and Middlesex Community Housing
Governs the City-owned corporation that owns and operates the public, rent-geared-to-income housing portfolio in London and Middlesex. The board sets priorities, oversees performance, and approves how the buildings are maintained and redeveloped.
Nine directors: two City of London councillors, one elected official from the County of Middlesex, two current LMCH tenants and four community members. The City of London is the sole shareholder.

Board meetings are open to the public, every third Thursday of the month at 5:30 p.m. at 1299 Oxford St. E., and are streamed live on the LMCH Board of Directors YouTube channel. In-person attendees are asked to arrive 10 to 15 minutes early. Delegation requests must be in writing with the subject stated, and approved speakers get up to five minutes.
Two published figures for the portfolio differ. The City's 2024 to 2027 business plan says 3,282 units across 32 properties, home to more than 5,000 people; LMCH's own site says 3,311 units across 32 communities serving more than 3,300 households. Both are cited here rather than merged.
Tourism London
Markets London and the surrounding region to visitors. It is the lead marketing agency for the regional tourism industry, running marketing programs and activities that respond to market needs.
An independent volunteer board of directors, appointed every two years under the organization's own by-laws and articles of incorporation. Three of the seats listed are City of London appointments.

Tourism London is a City budget service line: $10,588,000 net tax-levy supported over 2024 to 2027, about $11.48 a year for the average rate payer, or 0.29% of the City's net property-tax-supported budget.
Tourism London labels Councillor Lewis and Councillor Peloza as municipal appointments and the Mayor as non-voting and ex-officio. The Mayor does not appear in the 2022 Council appointment resolution for this board. The roster is headed "2024 - 2026 Term Representatives" and carries no separate last-updated date.
Covent Garden Market Board
Governs the Covent Garden Market, the downtown market that offers food and other products, hosts a weekly farmers market, and provides space for cultural festivals and events.
The documented board is nine members: seven citizen appointees and two councillors, all appointed by Council for terms ending November 14, 2026. No published rule fixing the councillor-to-citizen split was found.

Covent Garden Market draws no operating tax levy. The City's 2024 to 2027 plan shows $0 gross operating expenditure and $5,577,000 of capital across the four years.
The Corporation publishes no board page. The newest roster it publishes is in its 2023 strategic plan, which names the same seven citizen appointees Council appointed in November 2022. The City's own asset management plan attributes ownership and control of the market facility to the Corporation, so this page does not state that the City holds title.
RBC Place London
Governs London's convention centre, which hosts conventions, conferences and multi-day events, along with special and community events downtown.
A board of 12 volunteers. Eight business or organizational sectors defined in the by-law are represented, along with the Mayor of London, two councillors, and an appointment by the City Manager as a non-voting member. The centre is owned by the City of London and the board is appointed by Municipal Council.

London Economic Development Corporation
Delivers economic development services for the City of London. LEDC describes itself as the economic development agency for the city.
An independent board of business and community leaders. LEDC is a private not-for-profit funded through a purchase of service agreement with the City rather than a City board or commission, and it does not appear on the City's boards and commissions register.

LEDC does not publish the dollar value of its purchase of service agreement, and the City does not break the amount out. LEDC is one line inside the City's Economic Development service, budgeted at $31,558,000 net over 2024 to 2027, about $34.21 a year for the average rate payer.

London Hydro Inc.

Who chairs which standing committee
- Council's resolution of November 4, 2025, ratifying Mayoral Decision 2025-003, names Councillor Peloza as chair of the Community and Protective Services Committee and Councillor Rahman as chair of the Infrastructure and Corporate Services Committee, with Peloza sitting on CPSC and Rahman on ICSC.
- The london.ca standing committees page (last modified March 5, 2026) and the March 2026 Council contact list both name Councillor Rahman as chair of CPSC and Councillor McAlister as chair of ICSC, and both place Peloza on ICSC and Rahman on CPSC. They also name vice chairs, which the November 2025 resolution did not.
We publish the March 2026 City listing, because it is the newer City-maintained public record and two independent City documents agree on it. We are flagging it rather than presenting it as settled. Under the strong mayor framework the Mayor appoints chairs and vice chairs by Mayoral Decision, so a later decision is the likely explanation, but london.ca has no Mayoral Decisions index (the expected page returns a 404) and no such decision was found. The council and committee minutes from November 2025 through January 2026 were checked and none contains a change. One further wrinkle: the March 2026 contact list leaves the Infrastructure and Corporate Services Committee off Councillor Stevenson's entry, which would put that committee one member short. The standing committees page, her own profile and the November 2025 resolution all place her on it, so we treat the contact list as the source with the omission.

We publish Councillor Trosow. The April 27, 2026 minutes are a primary record with a date on them, and the Commission page agrees with them. Councillor Peloza's profile is the only source placing her here and it is not corroborated by the Commission.

How many people sit on the London Transit Commission
- The Commission page names five commissioners, all of them members of council.
- The same page, directly below that roster, carries by-law text saying the Commission consists of seven members, of whom two or three shall be members of council. A separate staff report recommends a future board of seven, four of them members of council and three citizen appointees.
We publish five, all of them members of council, because that is what the roster and the dated April 2026 minutes show. The seven-member text on the same page is not consistent with the roster printed above it and appears to be older wording. The seven-seat board with four council members and three citizen appointees is the structure recommended for after the October 2026 election, not the one in place now. Anyone who has heard that seven councillors sit on the Commission has the wrong number.

The second councillor seat on RBC Place London

- The City's councillor profiles, updated April and May 2026, show Ferreira, Pribil and Stevenson all claiming a seat, which is three ward councillors plus the Mayor against a published rule of the Mayor plus two councillors.
We publish the RBC Place London board page: Morgan, Pribil and Stevenson. It is the body's own current-state listing and it matches the published rule of the Mayor plus two councillors. The obvious reading is that one councillor replaced another part way through the term and a City profile was not updated, but no resolution recording a replacement was found, so we are not asserting one.

Whether a councillor sits on the Museum London board
- Council referred the 2022 Museum London appointment to a future Strategic Priorities and Policy Committee meeting. Committee minutes from January and February 2023 were checked and no resolution filling the seat was found.
- Museum London's board page and its 2025 annual report both list a board member named Sam Trosow. Councillor Trosow's personal website says he is a member of the Museum London board. His official City profile, last modified April 10, 2026, does not list it.
We do not publish a councillor seat on the Museum London board. No official City or Museum London document states that the person listed is Councillor Trosow, and Museum London says its directors are elected under its own by-laws rather than appointed by Council, so even if it is the same person the seat would not be a council appointment. What can be said is what is above: the name is on the board list, his personal site claims the seat, and the City page for him does not.

The second seat on the Western Fair Programming Council

We publish Councillor Peloza only. A four-year appointment that has dropped off a recently updated City profile is not evidence of current membership either way, and the research found no resolution ending it. We would rather leave the second seat unstated than publish a name that the City no longer prints.

Questions this page could not settle
- The Housing Development Corporation, London has an unclear status. It is absent from the City's current boards and commissions list (last updated April 10, 2026), its website does not resolve (hdclondon.ca returns 404), it has no current City business plan, and the City now administers affordable housing development programs directly. No dissolution date is published here, because none could be verified. A 2020 news headline about a first step toward dissolving it was located but its text could not be read, and a widely repeated 2024 date could not be matched to any retrievable primary document. No current or past HDC board membership could be found at any address.
- The Middlesex-London Health Unit's board page contradicts itself. Its body text says the board is five provincial representatives, three County of Middlesex representatives and three City of London representatives, which would be eleven. Its own roster immediately below names nine, its 2026 Board of Health overview says three provincial, and the Ontario Public Appointments Secretariat lists three provincial appointees. This page treats the board as nine voting members, three from each of the province, the County and the City. Whether two provincial seats are vacant or the "five" line is simply out of date is not determinable from what is published.
- There is no single City page listing every current council appointment. The November 2022 appointments report is the last consolidated roster, and it is now nearly four years old. Board and commission appointments from it run to November 14, 2026, while standing committee seats are re-appointed each year.
- Chairs, vice chairs and committee sizes are now set by Mayoral Decision under the strong mayor framework, but london.ca publishes no index of Mayoral Decisions. The expected page returns a 404. That gap is the direct cause of the standing committee chair disagreement above.
- Several mid-term changes are visible by comparing the 2022 appointments to current rosters, but the resolutions making them were not located and are therefore not dated here: Councillor Pribil joining Kettle Creek Conservation Authority, Councillor Van Meerbergen joining Lower Thames Valley Conservation Authority, Councillor Franke joining the Middlesex-London Food Policy Council and the Governance Working Group, Councillor Cuddy leaving the library board and the Mayor joining it, the turnover of every London Transit Commission seat, and the change of Audit Committee chair.
- Stale roster risk. Several bodies publish member lists with no last-updated date: the London Transit Commission, London Hydro, LMCH, RBC Place London, Kettle Creek Conservation Authority, Lower Thames Valley Conservation Authority and the London Public Library Board. Where one of those conflicts with a City page, recency cannot settle it.
- The Mayor's City profile carries no last-modified date and lists him on a Civic Works Committee and a Corporate Services Committee, neither of which has existed since 2024. Councillor Rahman's profile names a "Corporate and Protective Services Committee," which is not the name of any current body. Both are treated here as page errors, and the seats they describe are taken from other sources.
- The Covent Garden Market Corporation publishes no board page. The newest roster it publishes is inside a 2023 strategic plan, and no rule setting how many council seats the board carries was found.
- The London Police Services Board does not label which of its members are provincial appointees and which are municipal, and it publishes no term end dates. It also publishes no total 2026 operating budget; the police service's own budget page stops at 2023.
- The London Economic Development Corporation publishes its board on a contact page with no date, no term lengths and no appointment mechanism, and it does not publish financial statements. The dollar value of its purchase of service agreement with the City is not published anywhere reached.
- The Western Fair board of governors page and the Museum London board page returned errors or carried no dates during this research, so their rosters could not be re-verified independently.
- Membership is a moving target. Everything on this page reflects what the City and each body published as of July 24, 2026.
How this roster was assembled ▾
The master record is the 1st Report of the Strategic Priorities and Policy Committee from its meeting of November 16, 2022, clauses 4.1 to 4.46, ratified by Council on November 22, 2022. That is the document in which Council appointed its members to standing committees, boards, commissions and agencies for this term.
Each body's own current roster was then checked against that record: the transit commission, the police services board, the board of health, the library board, LMCH, the three conservation authorities, London Hydro, RBC Place, Tourism London, LEDC, Covent Garden Market and the City's own standing committee and task force pages.
Where the 2022 record and a current roster disagree, both readings are shown with the source named, and the page says which one it publishes and why. Where the honest answer is that no name can be published, it says that instead.
Membership changes mid-term, sometimes without a resolution that can be found. This page will be re-verified after the October 26, 2026 election, when a new council makes its own appointments. Under the City's published schedule the first selection process for the incoming term happens at committee on November 18, 2026, with Council consideration on November 24, 2026.
